ENACTED LEGISLATION

Signed by the Governor

Ohio

On June 30, 2025, Governor Mike DeWine signed House Bill 96 into law, thereby amending the Ohio motion picture tax credit program as follows:

  • Increases the annual funding from $50 million to $75 million per fiscal year (7/1 – 6/30);
  • Modifies the application review and approval process as follows:
    • Eliminates economic impact ranking for productions and the approval of productions in order of their ranking; and,
    • Eliminates the two rounds of approval in each fiscal year and now allows applications to be approved on a rolling basis.

Oregon

On July 24, 2025, Governor Tina Kotek signed House Bill 2087 into law, thereby increasing the amount of certified tax credits per fiscal year (7/1 – 6/30) to $21.2 million.

This act takes effect on the 91st day after the date on which the 2025 regular session of the Eighty-third Legislative Assembly adjourns sine die.

Rhode Island

On June 29, 2025, House Bill 5076 became law without the Governor’s signature, thereby amending the Rhode Island Motion Picture Production Tax Credit program, as follows:

  • Reduces the annual funding for the motion picture tax credits and/or musical and theatrical production tax credits for calendar year 2025 to $20 million;
  • Requires:
    • The motion picture production company to notify the film office and the Rhode Island division of taxation if it does not expect to complete its production within the same calendar year of its estimated completion date.

This act takes effect upon passage.
