Oregon

On March 31, 2026, Governor Tina Kotek signed Senate Bill 1510 into law, thereby amending the Oregon Production Investment Fund Program by qualifying commercial projects.

This act takes effect on the 91st day after the date on which the 2026 regular session of the Eighty-third Legislative Assembly adjourns sine die.

Virginia

House Bill 400 is currently on Governor Abigail Spanberger’s desk, and if signed would amend the motion picture production tax credit program by extending the program’s sunset date to December 31, 2030.

PROPOSED LEGISLATION

Alabama

House Bill 379 proposes to amend the Entertainment Industry Incentive Act of 2009 as follows:

  • Establishes a 45 percent incentive on payroll paid to Alabama residents, provided that:
    • The total production expenditures are equal to or exceed at least $100,000, but are less than $499,999;
  • Reserves up to $2 million of the fiscal year funding exclusively for small budget qualified productions;
  • Reduces the minimum spend requirement for soundtrack and music video projects from at least $50,000 to at least $30,000; and,
  • Requires the qualified production company to withhold and remit Alabama withholding tax at the highest rate found in the withholding statutes on all payments made to the loan out company for services performed in this state.

If enacted, this act shall become effective on October 1, 2026.

Missouri

House Bill 2058 and House Bill 2142 propose to amend the Missouri Show Mo Act for all tax years beginning on or after January 1, 2027, as follows:

  • Combines the currently separated allocation of credits that may be authorized per year to $16 million for film or series production;
  • Allows Taxpayers to carry forward unused credits for up to five tax periods, provided all such credits shall be claimed within ten tax periods following the tax period in which the qualified motion media production or production-related activities for which the credits are certified by the department occurred; and,
  • Extends the program’s sunset date to December 31, 2035.
