A bill increasing transparency of the state film incentive program has been signed by the Governor.  Certain information submitted by a production company to the Michigan Film Office (MFO) may be considered confidential information, however, the bill clarifies that any expenses qualifying as qualified personnel expenditures or direct production expenditures for which a credit may be claimed will not be considered confidential.  In addition, the MFO is now required to make available on its website a detailed semiannual report including at a minimum all of the following: the number of applications received, including the name of the production company submitting the application; a brief description of the production including locations to be used in the production; the proposed amount of money to be expended in the state; the number of approved applications during the preceding six months; the number of post production certificates issued; and, the total amount of the credits certified that are associated with the issued certificates.  
For requests for postproduction certificates of completion submitted after January 2, 2011, the MFO's annual reports would be expanded to include additional information on the number of both above-the-line and below-the-line workers in Michigan as well as the number of persons that earned more than $250,000 on a qualified production and how many of those persons in each of these categories were residents of Michigan.
